Frost smoke is fog which forms when colder air moves over warmer water; Temperature difference between air and water should be nine degree celsius, at least. Due to the rather low air temperature (about minus 15 degrees C at noon when the photo was taken, the warmest period of the day) fresh water surface runoff freezes before reaching the sea. Differences in fresh water chemistry result in differences in color of the ice. see less
